Fence or deck in Reading

Reading's houses are old. More than half went up in 1939 or earlier, and about nine in ten before 1980, by the Census Bureau's estimates. More than half are attached homes. If you're adding a deck, odds are you're fastening new wood to an old wall.

The city wants to see how. Reading's residential plan checklist asks for the size and location of every exterior deck and landing on the floor plan. The foundation plan has to show every footing, decks included. And the framing plan has to show the deck ledger attachment. The ledger is the board that ties the deck to your house, so it's the detail the whole deck hangs on.

State rules set the baseline for what needs a building permit at all. Pennsylvania's Uniform Construction Code exempts a fence no more than 6 feet high. It also exempts an uncovered deck whose floor sits no more than 30 inches above grade. Both exemptions come with a condition: the work can't violate a law or ordinance.

Read that condition closely. Being under 30 inches tall doesn't free a deck from zoning or setbacks, and a low fence still has to meet the city's own rules. Treat the state exemption as one answer, not the last one.

Questions homeowners ask

How accurate is a photo estimate?
It’s a ballpark, not a quote. A photo tells us a lot about the material and size, but a local pro who walks the yard will always be more precise. Use our number as the range to expect before you start calling around.
How is a fence priced versus a deck?
Fences are usually priced by the foot and decks by the square foot. We’ll ask one quick question to tell which you’re after, then size it from your photo and your answers.
Which materials can you estimate?
Wood, vinyl, chain-link and metal for fences; pressure-treated wood and composite for decks. Material is the single biggest price swing, so it’s worth picking the one you want.
Is this really free?
Yes. No signup, no credit card, no spam. We only make money if you choose to connect with a local pro — and that’s up to you.
What photo works best?
A wide shot of where the fence or deck will go — or of the old one you’re replacing — works best.
