Exterior paint in New York
If your house is a New York City landmark, or sits in a historic district, your paint color is something the Landmarks Preservation Commission cares about. Repainting or touching up in the same color needs no LPC permit. A new color is a change to the exterior, so the application goes to LPC first, and a staff preservationist decides which kind of permit it needs.
Age is the other thing that shapes a paint job here. Most of the city's housing is older than 1980, and close to two in five homes go back before 1940. Federal rules follow that old paint. A crew you pay to scrape or sand it in a pre-1978 home has to be EPA-certified and has to work lead-safe. On an old frame house, that slows the scraping down far more than it slows the painting.
That's true in the boroughs and in plenty of the suburbs, where a lot of houses still predate 1978.
So when you picture a New York paint job, picture the prep first. On most older houses here, that's where the hours go.
