Window replacement in Salem
Lead is where Oregon gets strict about windows, and Salem has plenty of houses it applies to. About one home in five in the metro was built in the 1970s, the biggest decade, and close to half went up before 1980.
Oregon runs its own lead-safe program, and the Construction Contractors Board says plainly that window replacement counts as renovation. On a house built before 1978, only a contractor licensed for Lead-Based Paint Renovation can bid on or do the work, and the house is presumed to have lead paint unless testing shows otherwise. That contractor needs a regular CCB license too. Owners working on their own homes are exempt.
The building permit side is lighter. In Salem, as anywhere in Oregon, door and window replacements are on the state's list of work that needs no building permit, under the 2026 residential code that took effect October 1. The exceptions are a job that changes a structural member and a window that has to be fire-resistance rated. Even exempt, the swap must follow the code's safety glass and energy rules, and the exemption doesn't cover removing or changing a required emergency exit. The energy chapter's table for existing homes lists windows at U-0.30.
