Window replacement in Toledo
Toledo's Old West End has design guidelines from 2025, and windows get their own section. The starting point is repair. Historic windows are to be kept and fixed when possible, and a repair has to keep all their original features. Replacement comes up only if a historic window restoration professional finds the original can't be repaired, or if it was already replaced years ago.
The guidelines give a rule of thumb. When half or more of a window's parts would have to be rebuilt, replacement may be considered. New sash can also be built to fit the original frame.
If you do replace, the new window has to match the historic one in size, design and pane pattern, such as six-over-six or two-over-two. Wood is the standard, with metal-clad wood in rare cases. Vinyl and solid fiberglass aren't acceptable unless the material is documented as historic or is already there. Street-facing openings can't be shrunk, enlarged or filled in. Historic stained, leaded or art glass may not be replaced.
Outside the district, Toledo's houses are still mostly old ones. Census figures date about 84 percent of them to before 1980, and barely one house in twenty is from this century.
