Window replacement in York
York's permit office draws a simple line for windows. A same-size window replacement generally needs no permit, unless the property is in the city's historic district. Inside the district, the Historical Architectural Review Board weighs in, and how much of a window the street can see shapes its answer.
A June 2026 case on West Market Street shows how. An applicant asked to replace three steel-frame windows on the front with aluminum-clad double-hungs, and to cut eight new window openings on the east wall for vinyl windows. The board said the front steel windows should be restored if feasible, with interior storm windows as an option. If they had to be replaced, the new ones should look like the steel originals, with simulated divided lights, and a fixed or casement unit would match better than a double-hung. Thermally broken steel and aluminum-clad wood were acceptable materials. The vinyl in the new openings was acceptable because of its limited visibility.
The building code side changed this year. York says permit applications submitted on or after January 1, 2026 have to meet the 2021 Uniform Construction Code.
