Fence or deck in Asheville
Asheville is built on hills. On a sloped lot, a deck stands on taller posts, and a fence steps down the grade in sections. Both take more digging and more bracing than the same job on flat ground.
Tropical Storm Helene still shapes building here. The city runs a separate Helene permit track for storm repairs. Its Flood Assistance Support Team reaches out to owners whose properties may have taken substantial damage. Permits for some of those properties were put on hold while staff reviewed building values and rebuilding options. If your deck or fence sits near a creek or the river, ask whether your lot is in the floodplain before you rebuild. The team holds free sessions on Tuesdays and Thursdays to go over what you can build there.
Asheville also has a lot of older houses. Nearly half of the city's homes were built before 1980, and almost one in five before 1940.
The city has four local historic districts: Albemarle Park, Biltmore Village, Montford and St. Dunstan's. In them, the Historic Resources Commission reviews exterior work. A rear-yard fence counts as minor work, so staff can approve it, usually within 10 business days. Bigger changes go to the commission's monthly meeting, so plan your start date around it.
