Fence or deck in Honolulu

Before you replace a fence in Honolulu, find out whether your lot is in a flood zone. FEMA released updated flood insurance maps for Oʻahu after a study that ran from 2019 to 2024, and they mark many streams that had never been studied before.

That matters because the Department of Planning and Permitting's fence exemption has strings. A fence up to six feet can go up without a building permit only if the lot isn't on a street corner and isn't in a flood zone. A retaining wall gets the same pass up to 30 inches. DPP's own answer for anything bigger is plain: fences over six feet and walls over 30 inches need a building permit.

On decks, DPP's answer is a plain yes: you'll need a building permit. Its storm-water FAQ also counts a wood deck as impervious surface, even with gaps between the boards, so a new deck can add to the impervious area on a project's storm-water form.

Big storms have changed the rules for a while, too. After the Kona Low storm, DPP let like-for-like emergency repairs start before a permit was issued, as long as the application went in on the next working day, and it waived permit fees for storm cleanup and repair.

Questions homeowners ask

How accurate is a photo estimate?
It’s a ballpark, not a quote. A photo tells us a lot about the material and size, but a local pro who walks the yard will always be more precise. Use our number as the range to expect before you start calling around.
How is a fence priced versus a deck?
Fences are usually priced by the foot and decks by the square foot. We’ll ask one quick question to tell which you’re after, then size it from your photo and your answers.
Which materials can you estimate?
Wood, vinyl, chain-link and metal for fences; pressure-treated wood and composite for decks. Material is the single biggest price swing, so it’s worth picking the one you want.
Is this really free?
Yes. No signup, no credit card, no spam. We only make money if you choose to connect with a local pro — and that’s up to you.
What photo works best?
A wide shot of where the fence or deck will go — or of the old one you’re replacing — works best.
