Fence or deck in San Jose
If you're on a corner lot in San Jose, read the fence chapter twice. Along the street side of a corner lot, a fence is held to three feet within five feet of the lot line inside the sidewalk. Step back past those five feet and you can go to six. Right at an intersection, a fence inside the corner triangle stops at three feet.
Interior lots get more room. You can run a fence up to seven feet in the side and rear setbacks, three feet in the front setback, and six feet in the strip between the front setback and the house. Seven feet is the ceiling unless you get a variance or a development permit. A variance means a public hearing, with notice mailed to property owners within 300 feet and a sign posted on your lot.
If you live up in the hills, a deck can add a step. The city's geologic hazard rules cover a mapped hazard zone that includes areas rated for landslide risk. There, San Jose issues no building permit until the director has issued a certificate of geologic hazard clearance, and the code counts decks as alterations.
