Window replacement in San Diego
If you live near the airport, new windows in San Diego might come through the Quieter Home Program. The Airport Authority's sound insulation program has treated homes around San Diego International with upgraded windows and doors, ventilation and other changes. Its page says it has completed 4,500 dwelling units.
To qualify, a home has to sit inside the 65-decibel CNEL noise contour and have living areas that average 45 decibels or more with all the windows shut. Treatments carry no cost to the homeowner, though you handle any pre-work repairs and things like moving furniture. Each owner also grants the Authority an avigation easement, which limits legal action over aircraft noise. Priority goes to the loudest areas and the longest-held homes, and applicants join a general waiting list. Historic homes keep their original styles and materials.
Outside that boundary, a straight swap is light paperwork in the city. Development Services' no-plan building permit covers in-kind window replacement when the new windows match the old ones in size and type and the opening doesn't change. Change the size or the style, and the job moves out of the no-plan lane.
