Pressure washing in Stockton
Stockton's water code lets a pressure washer onto your house for one purpose: getting the outside ready for repair or repainting. Section 13.28.030 of the municipal code bans using water to clean the exterior of a building or a mobile home, with two exceptions. One is a bucket and sponge. The other is a pressurized washing device with a quick-acting positive shut-off, used to prepare those surfaces for repair or a new coat of paint.
That rule sits in the part of the section written for May 1 to November 1. Section 13.28.040 carries the same prohibitions from November through April. For those months it drops only the limit on irrigation hours.
It doesn't matter who sends your water bill. The chapter applies to everyone using water in the City, whether or not they have a water service contract with the City.
The storm drain chapter has its own short list. Section 13.16.080 lets some flows reach the City's drains without breaking the discharge rules, including individual residential car washing, street wash water and lawn watering, unless the control authority flags them as a source of pollutants. Washing a house isn't on that list.
So if your siding is due for paint, the prep wash fits the code. A pressure wash just to brighten up the walls fits neither exception.
