Window replacement in Raleigh
In Raleigh, you may not need a building permit to replace your windows at all. North Carolina's permit statute, G.S. 160D-1110(c), says no permit is needed to replace windows, doors or exterior siding on a single-family house, as long as the project stays under the cost limit the statute sets and the work meets the state building code.
That limit applies to the whole project. In a 2023 guidance paper, the Office of State Fire Marshal says windows, doors and the other listed items all need a permit once the project's cost goes over it. So a few windows on their own can stay exempt, while a whole-house job bundled with new doors and siding may not.
No permit doesn't mean no rules. The work still has to meet the code, and the statute never exempts work on load-bearing structure. Widening an opening in a bearing wall means a new header, and that's permit work.
Raleigh-area houses skew young: more than half were built in 2000 or later. On a house that age, a foggy double pane means the seal between the two pieces of glass has failed. The fix is a new sealed glass unit or a new window.
