Window replacement in Salt Lake City
In Utah, the lead-safe rules for window work are run by the state. Utah is one of the states EPA has authorized to operate its own renovation, repair and painting program. The Division of Air Quality enforces the work practices for paid contractors in the state, and it certifies the firms and the individual renovators who do the work.
Windows sit at the center of that rule. EPA says replacing a window in a pre-1978 home is always covered, however little paint it disturbs. Small paint jobs can fall under a minor-repair exemption, but a window swap can't. In the Salt Lake City metro, roughly four houses in ten predate 1980, so the rule reaches plenty of houses.
Historic districts add a second check. Salt Lake City has fourteen local historic districts. In them, swapping windows on a wall the street can't see, or replacing them like for like, counts as a minor alteration that planning staff can approve on their own. The city lists two to four weeks for that review. A certificate of appropriateness comes first, then the building permit. A proposal that doesn't meet the standards goes to the Historic Landmark Commission instead.
On an older house inside one of those districts, both reviews apply: the state's lead rules for the crew, and the city's standards for the window itself.
