Window replacement in Tucson
Tucson changed energy codes on July 1, 2026. The city's building codes page says permit applications received on or after that date follow the 2024 international codes, energy code included. An application filed before then stays under the code that was in effect when it came in.
Tucson's own amendments to that energy code show what the city designs for. They place Tucson in climate zone 2B and set the outdoor design temperatures at 105 degrees in summer and 35 in winter. That's a climate where keeping the afternoon sun out of the house matters more than holding winter heat in. The same amendments give un-insulated adobe and rammed-earth walls their own way to comply.
Some of the city's oldest neighborhoods have their own window rules. In the Fort Lowell historic preservation zone, the design guidelines, revised and approved in 2026, apply to new and replacement windows alike. Wood double-hung, single-hung and casement windows with divided panes fit best, and painted steel casements are common there. Vinyl-clad windows and aluminum sliders aren't allowed. Wood-look fiberglass or metal-clad wood may be approved case by case, and the guidelines note that blue window trim is a common sight.
Across the metro, roughly 39 percent of houses predate 1980, and a 1987 house is about the median.
