Fence or deck costs in Memphis

Memphis has nineteen local historic districts, and each one has its own design guidelines. If you live in one, a new fence or gate can need a Certificate of Appropriateness from the Memphis Landmarks Commission before it goes up. The guidelines protect features people can see from the street, and fences are on that list. Plain repairs and upkeep don't need a certificate, but the city's preservation planners would rather hear from you early.

Here's why that matters. Planners often learn about a project when a neighbor reports it in progress. An inspector visits, and if the work doesn't follow the district's guidelines, it gets a stop work order until you apply. The permit portal flags addresses in historic overlays, so a permit there gets checked for a certificate anyway.

Building permits come from Memphis and Shelby County Construction Enforcement, which works from the 2021 International Residential Code with local amendments. You can build or add to your own single-family home if it's for your own use, not to sell or rent, but you'll need a statement of ownership letter. Electrical, plumbing and mechanical work still need a licensed or registered contractor, unless the technical codes say otherwise.

Plan for the heat. The Memphis airport averages about 72 days a year at 90 degrees or hotter. Dark composite boards get hot underfoot in that sun, so a lighter color or some shade makes a deck easier to use in July.
